Reminders：
The deadline for submitting project proposals and budgets is 30 October 2026, 6 p.m. CET. Selected project participants are required to travel to New York to attend the expert panel discussion on December 3, 2026. The project organizer shall bear the related expenses.

项目背景
Initiative Background
联合国教科文组织（UNESCO）全民信息计划（IFAP）与中国传媒大学（CUC）、联合国经济和社会事务部（UNDESA）开展合作，现面向全球研究人员及相关机构征集项目方案，拟共同编制“信息无障碍与残疾人赋权”专题简报。
UNESCO’s Information for All Programme (IFAP), in collaboration with the Communication University of China (CUC) and the UN Department of Economic and Social Affairs (UNDESA), invites researchers and institutions to submit proposals to develop an Issue Brief on Information Accessibility and the Empowerment of Persons with Disabilities.

Initiative Topic
本项目旨在探讨推进信息无障碍、促进残疾人平等参与包容性知识社会建设所面临的主要挑战、具有推广价值的实践经验及相关政策建议。
The initiative will explore key challenges, promising practices and policy recommendations to advance information accessibility and the participation of persons with disabilities in inclusive Knowledge Societies.
研究主题可包括数字无障碍、辅助技术、人工智能、包容性设计，以及文化和教育机构推动信息无障碍建设、促进融合发展的实践作用等。项目特别鼓励跨学科、比较研究及注重实践应用的方案，并鼓励残疾人研究者、相关机构和组织积极参与申报。
Topics may include digital accessibility, assistive technologies, AI, inclusive design, and the role of cultural and educational institutions. Interdisciplinary, comparative, and practice-oriented proposals are particularly encouraged, and persons with disabilities are strongly encouraged to apply.
该问题简报鼓励将光明影院作为其潜在的案例研究之一，该项目由中国传媒大学电视学院创立，制作、推广和发行无障碍电影。
The Issue Brief is encouraged to examine Guangming Cinema, a programme founded by CUC that produces, promotes and distributes accessible films, as one of its potential case studies.

申请要求
Application Requirements
有意申请的个人、研究团队及机构须提交以下材料：
·项目方案（不超过3页）；
·项目预算；
·申请人简历（CV）。
所有材料须以英文或法文撰写，并以Word或PDF 格式提交。
Interested individuals, research groups and institutions should submit a project proposal (maximum 3 pages) and budget, along with applicants’ CVs, in English or French, in Word or PDF format.
项目方案应包括研究目标、研究方法、初步提纲、工作计划、时间安排以及3—5个关键词。项目预算应涵盖研究相关费用，以及赴纽约参加2026年12月3日专家小组讨论会所需的相关差旅费用。
The proposal should include objectives, methodology, a draft outline, workplan, timeline, and 3–5 keywords. The budget should cover research costs and travel to New York for the expert panel on 3 December 2026.

最终版专题简报须以英文撰写，篇幅不超过14页。专家小组讨论会将作为一项咨询活动，邀请包括残障人士组织在内的利益攸关方参与。
The final Issue Brief should be in English and no longer than 14 pages. The expert panel will serve as a consultation with relevant stakeholders, including organizations of persons with disabilities.
